L’objectif général du programme de formation BTSF sur les enquêtes phytosanitaires est de:
- Fournir une compréhension claire, complète et harmonisée des éléments clés de la surveillance phytosanitaire dans l’UE: le nouveau cadre réglementaire (nouvelle loi sur la santé des végétaux et actes délégués et d’exécution pertinents), les lignes directrices, recommandations et outils de soutien disponibles de l’EFSA, les normes internationales pertinentes, les nouvelles technologies de surveillance phytosanitaire et les meilleures pratiques en matière de planification, d’exécution, de documentation et de compte rendu des enquêtes.
Afin de garantir une surveillance efficace et efficiente par tous les États membres de manière harmonisée, le cours vise à:
- Renforcement des capacités au niveau national pour la planification et la mise en œuvre des enquêtes sur l’usine Healht.
- Améliorer les connaissances sur le nouveau régime phytosanitaire et le nouveau cadre financier, la boîte à outils de surveillance de l’EFSA, les normes internationales pertinentes et les nouvelles technologies.
- Recenser des situations concrètes et des exemples concrets grâce à des études de cas soigneusement composées, à des visites sur place et à des activités pratiques.
- Recenser les lacunes en matière de connaissances et de compétences qui doivent être comblées. Recevoir un retour d’information sur les défis au niveau national et les besoins futurs en matière de renforcement des capacités liés aux programmes d’enquête afin de garantir l’efficacité et la fiabilité des enquêtes.
- Offrir des possibilités de partenariat en vue de renforcer les systèmes phytosanitaires.
La formation s’adresse principalement à:
- Des hauts fonctionnaires des autorités compétentes des États membres de l’UE et des représentants expérimentés des ONPV participant aux activités de contrôle officiel en ce qui concerne les enquêtes phytosanitaires afin de les tenir au courant de tous les aspects de la législation de l’UE relative aux enquêtes phytosanitaires et d’assurer l’échange de bonnes pratiques entre les participants
- Personnel expérimenté chargé de la planification, de la conduite, de l’analyse et de l’établissement de rapports d’enquêtes, provenant des États membres de l’UE, des candidats potentiels et des pays de l’EEE/AELE.
- Les participants qui ont la capacité de travailler et d’intervenir en anglais.

The Directorate General for Health and Food Safety (DG SANTE) carries out audits of the controls implemented by competent authorities on a broad number of topics. These include the implementation of EU legislation relating to import controls and EU legislation in relation to Pesticides and Plant Health.
To increase or supplement the expertise of the audit teams, they in most cases, include a Member State expert in the topic at hand. Having Member State representatives ("national experts") included, also serves the purpose of increasing the knowledge and confidence amongst Member States of and in each other's control systems, the controls of the products imported into the EU and the auditing work of the Commission.
Finally, it is also hoped that it will further the sharing of good practices across Member States. The event aims to provide training to National Experts in the above fields.
