OCR: Risk-Based controls and verification

The overall objectives of the BTSF Training Programme/Course on OCR: Risk-Based controls and verification are:

  • Provide hands-on training and practical experience on the operation of OCR competent authorities, extending beyond the theoretical explanation of the provisions.
  • Examine the internal working methods of competent authorities and provide examples of implementation and best practices.
  • Foster the exchange of experiences on OCR implementation among Member States and across OCR areas.

By the end of the training, participants should have a practical understanding of the OCR rules presented in the course and be able to apply them efficiently in their administration.

The OCR Programme comprises two complementary courses:

Content

The course addresses the following topics:

  • Key principles and core requirements of the Official Controls Regulation (OCR), including official certification and attestations.
  • Organisation and operation of competent authorities, including delegation of official control tasks, safeguards against conflicts of interest, transparency requirements and fees.
  • Risk-based planning of official controls, documented procedures, control verification procedures and corrective actions.
  • Internal audits and audits of delegated bodies and designated official laboratories.
  • Enforcement practices and penalties, reporting mechanisms for infringements, appeal procedures and the right to a second expert opinion.
  • Administrative assistance and cooperation between competent authorities.
  • Practical exercises, case studies, round-table discussions and field visits focusing on the practical implementation of the OCR and the exchange of best practices.
Target audience

This Training Programme has been designed for the profiles and positions described below.

  • The Training Programme is intended for participants with prior relevant experience in the field.
  • BTSF training should not replace training provided under the general obligations of competent authorities at national level.
