The overall objectives of the BTSF Training Programme/Course on on Risk mitigation measures for pesticides are:
- To enhance the expertise of and provide support to the competent authorities in Member States, aiming to incorporate risk mitigation strategies into the assessment of active substances and plant protection products (PPPs). Additionally, to ensure that the improved knowledge is effectively communicated to pesticide users’ communities through suitable channels, such as farm advisory services and extension services
- To inform risk assessors and risk managers about the specific tools, techniques and practices that lead to lower exposure of non-target organisms, including human beings, to pesticides.
- To contribute to achieving pesticides risk reduction in Europe as outlined in the recent Commission Communication about the Vision for Agriculture and Food.
The course addresses the following topics:
- Regulatory introduction. Example of the inclusion of specific conditions of use for the assessment of active substance and PPPs: GAP definition, IUCLID template, refinement of exposure characterisation and risks, definition of conditions of use, affordability and availability check, enforcement.
- Assessing the risks of pesticides (theory, recap, basis = e-learning module).
- Mitigating the risks of pesticides (theory, basis = e-learning module).
- Overview on conditions of use to reduce exposure and risk from PPPs, on the basis of the Compendium.
- Explaining the techniques and practices to reduce pesticides exposure and risks under different pesticide use scenarios: at least, application in field, in greenhouses, in storage places (with more details on one of the scenarios depending on the practical demonstration planned during the workshop).
- Demonstrating in practice how to implement risks mitigation measures.
- Explaining the integration of those conditions of use and measures with the principles of IPM.
